Minimising the risk from Legionella bacteria in Care Homes is a requirement of Health and Safety law and of the Care Quality Commission (CQC) Registration Regulations.  Specifically under Regulation 12 "Safe Care and Treatment", Regulation 15 "Premises and Equipment" and Regulation 17 "Good Governance".

As a regulated activity you must not only meet the requirements of the HSE's ACOP L8 but also the Department of Health's HTM 04-01 which is referenced in the ACOP L8 and required much higher standards of design, plumbing, maintenance, inspection and control measures.  These requirements include the use of WaterSafe registered engineers.
